El maremágnum de las reformas electorales en Italia: una necesaria recapitulación

Resumen
Italia representa un caso excepcional en perspectiva comparada en lo que a su sistema electoral se refiere. Desde la restauración de la democracia tras la Segunda Guerra Mundial hasta la actualidad se han sucedido hasta seis leyes electorales distintas para la Cámara de Diputados. Además, durante la conocida como Segunda República italiana, el país ha sido testigo de cuatro sistemas electorales: Mattarellum (1993), Porcellum (2005), Italicum (2015) y Rosatellum (2017). Este artículo tiene como objetivo hacer una recapitulación de las reformas electorales acontecidas en Italia. Así, esta contribución arroja luz sobre los distintos tipos de sistemas electorales utilizados en el nivel nacional italiano y sus efectos, así como analiza cuáles han sido las características más relevantes de sus procesos reformistas. Las principales conclusiones alcanzadas subrayan que los procesos de reforma electoral han sido diferentes entre sí, encajando uno en los de tipo elite-mass interaction y otros en los elite-majority imposition. Además, frente a lo que había sido habitual en esta tema, este artículo evidencia el papel decisivo desempeñado por la Corte Constitucional italiana como principal actor desencadenante de reformas electorales en sus sentencias 1/2014 y 35/2017.

Abstract
Italy represents an exceptional case in comparative perspective as far as its electoral system is concerned. Since the restoration of democracy after the Second World War to the present, up to six different electoral laws have been passed for the Chamber of Deputies. Moreover, during the so-called Second Italian Republic, the country has witnessed four electoral systems: Mattarellum (1993), Porcellum (2005), Italicum (2015) and Rosatellum (2017). This paper aims to summarize the electoral reforms that took place in Italy. Thus, this contribution sheds light on the different types of electoral systems used at the Italian national level and its effects, and discusses what have been the most relevant characteristics of their reform processes as well. The main conclusions highlight that the electoral reform processes have been different from each other, fitting one of them in the elite-mass interaction type and others in the elite-majority imposition one. In addition, against what had been usual in this issue, this paper stress the crucial role played by the Italian Constitutional Court as the main triggering actor of electoral reforms in its judgments 1/2014 and 35/2017.
