Resumen
Este trabajo examina las posibles afecciones, directas e indirectas, positivas y negativas, al honor, dignidad, fama y propia estima que pueden derivar de la acción de los poderes públicos. Tras analizar la bidimensionalidad y evanescencia del honor como objeto del Derecho, se examina la actividad insitucional de enaltecimiento social, encuadrable entre las técnicas de fomento honorífico, y se intenta una clasificación de las figuras premiales a partir del extenso corpus normativo que las regula. Se analizan los tratamientos protocolarios y la regulación de las órdenes civiles y medallas de ámbito estatal, autonómico y local, afirmándose su naturaleza jurídico-administrativa discrecional, y su plena fiscalizabilidad por la jurisdicción contencioso-administrativa. Posteriormente, se examinan las modalidades de la intervención pública negativa sobre el patrimonio honorífico, consistentes en la retirada de distinciones concedidas, las declaraciones de persona non grata, los pronunciamientos incidentales de las resoluciones administrativas potencialmente lesivos del honor, las afectaciones al honor derivadas de actuaciones administrativas sancionadoras y las sanciones
específicamente dedicadas a tachar la reputación del infractor. Finalmente, se presta atención a la consecuencia de las lesiones irrogadas al honor por la actuación de los poderes públicos, el resarcimiento de los daños morales en virtud de la responsabilidad patrimonial de la Administración, criticándose la doctrina del Tribunal Supremo en la materia.

Abstract
This paper analyzes the influences, both direct and indirect, positive and negative, to the honour, dignity, and reputation likely to issue from the action of the public authorities. Having stated the bidimensionality and the evanescence of the honour as a matter of Law, the activity of honorary promotion is examined on one hand, in search of a classification of the variegated awards (protocolary titles, civil chivalry and condecorations) out of a vaste regulation that confers discretionary powers to the public Administrations, notwithstandig a plentiful contentious judicial review. On the other hand, this paper deals with the modalities of the negative administrative intervention upon the honour and dignity, such as the removal of condecorations and titles, the declarations of persona non grata, the collateral damages to the honour issuing from the administrative sanctions and the
sanctions especifically aimed at undermining the reputation of the offenders. Finally, attention is paid to the consequences of the damages to the honour derived from the activity of any public authority, under the regulation of the administrative civil liability, and the reprehensible doctrine of the Supreme Court on the matter.
