Resumen
La Sentencia, dictada en Gran Sala por el TJUE en el asunto Ruiz Zambrano, reconoce el estatuto de ciudadanos de la Unión sobre la única base de la residencia en un Estado miembro a dos menores de corta edad que han permanecido desde su nacimiento en el Estado miembro del que son nacionales, y para garantizar el disfrute efectivo de la esencia de los derechos vinculados a dicho estatuto, reconoce asimismo un derecho derivado de residencia y un permiso de trabajo a su padre, nacional de un tercer Estado, no miembro de la Unión. El TJ apoya su decisión en la interpretación del artículo 20 del TFUE y una progresiva atención a su jurisprudencia anterior, otorgando particular relevancia al respeto de la vida familiar cuando ésta afecta a niños, ciudadanos de la Unión, cuyo estatuto como tales y el efecto útil de sus derechos se encuentran en peligro.

Abstract
The Judgment of the CJEU (Grand Chamber) regarding the case Ruiz Zambrano recognizes the right as citizens of the Union on the unique basis of residence in a Member State to two minor children who have lived in the Member State of which they are nationals since they were born. Moreover, to grant the enjoyment of the substance of the rights attaching to the mentioned status, the Court recognizes the derived right of residence and a work permit to their father, who is a third country national not member from the Union. The CJEU based its decision in the interpretation of Article 20 TFEU and in a progressive attention to its preliminary ruling, giving special importance to family life and how it affects children who are citizens of the Union and whose status and the practical effect of their rights are threatened.
