Resumen
Las nuevas Directrices de la Comisión sobre ayudas a aeropuertos y aerolíneas fijan un período transitorio de diez años para el otorgamiento de ayuda de funcionamiento a aeropuertos regionales, pretenden orientar mejor la ayuda a nuevas infraestructuras, evitando duplicidades, y regulan los acuerdos entre aeropuertos y aerolíneas. La aplicación de lo anterior ofrece dudas o exige ciertas cautelas. El plazo de diez años para la concesión de ayuda de funcionamiento parece excesivo y la autorización de tal ayuda se sujeta a requisitos menos estrictos de lo esperado.
Los criterios para evitar duplicidades de infraestructuras deberán aplicarse con más rigor que en el pasado, como demuestra el caso de algunos aeropuertos españoles. El mismo rigor debe aplicarse en el análisis de los acuerdos entre aeropuertos y aerolíneas con arreglo al criterio del inversor privado, a fin de evitar el mantenimiento artificial de infraestructuras o rutas que no sean rentables a largo plazo.

Abstract
The new Guidelines on State aid to airports and airlines set a transitional period of ten years for the granting of operating aid to regional airports, tend to a better targeted investment aid to new infrastructures, trying to avoid duplicities, and rule agreements between airports and airlines. The application of those aspects raises some doubts or requires caution. The ten year period for the granting of operating aid seems excessive and the authorization of that aid is subject to requirements less strict than expected. The criteria to avoid duplicity must be applied rigorously, as the case of some Spanish airports show. The same rigor must be applied in the examination of the agreements between airports and airlines according to the private investor principle, in order to avoid the survival of infrastructures or routes not viable in the long term.
