Resumen
La organización administrativa del Estado viene establecida en sus rasgos fundamentales en la Constitución. Su regulación suscita el problema de la relación entre las competencias estatales en esta materia y las asumidas por los Estatutos de Autonomía. Junto a la cuestión competencial se plantea también el alcance de la reserva de ley orgánica y su relación con el contenido de la norma estatutaria, contemplado desde la perspectiva de las fuentes del Derecho. La categoría jurídica territorio también se analiza, todo ello a la luz de los mandatos constitucionales, en especial del artículo 141.1 CE.

Abstract
The essential features of the administrative organization of the State are established in the Constitution. Its regulation raises the problem of the relationship between the powers of the state and those contained in the statutes of the autonomous regions. As well as the competence issue, the  scope of legal reservation regarding organic law and its relationship with the content of the statutes must also be considered from the perspective of the sources of the law. The legal category territory is also analyzed in the light of constitutional mandates, in particular article 141.1 CE.
