Rumanía y Bulgaria en la Unión Europea: de la adhesión a la integración.

Resumen
Desde el 1 de enero de 2007, Rumanía y Bulgaria son miembros de la Unión Europea. Esta fecha marca, por un lado, el fin de un proceso de cerca de treinta
años de acercamiento de estos dos Estados balcánicos al espacio común europeo y, por otro lado, el inicio de un nuevo proceso, esta vez, de integración real en el mismo. Esta segunda fase no va a ser sencilla dada las precauciones, la amplitud de las cláusulas de salvaguardia, los períodos transitorios y los mecanismos de seguimiento establecidos y dada, también, la amplitud de las necesarias reformas económicas y sociales que estos dos países «bajo danubianos» deben acometer y están acometiendo. Y, para facilitar este duro proceso, estos dos países balcánicos se han beneficiado y se están beneficiando de una considerable ayuda financiera de preadhesión y de los actuales fondos. En este sentido, la finalidad de nuestro trabajo es doble: en primer lugar, analizar el camino que ha llevado hacia la firma del Tratado de adhesión de estos países a la Unión Europea y, en segundo lugar, destacar los retos y las dificultades a los que ahora se están enfrentando estos países y la propia Unión para hacer realidad su integración en el espacio europeo.

Abstract
Since January 1st, 2007, Romania and Bulgaria are members of the European Union. This date marks, on one hand, the end of a thirty year process of approximation of these two Balkan States to the European common space; and, on the other hand, the beginning of a new process, this time of real integration within the same. This second phase will not be easy due to the precautions, the amplitude of the safeguard clauses, the transitional dispositions and the established monitoring and control mechanisms. It will also not be easy due to the amplitude of the necessary economic and social reforms, which these two «lower Danube» countries must undertake and are undertaking. And, these two Balkan countries have benefited and they are still benefiting from a considerable financial pre-accession assistance and the current funds in order to make easier this hard process. In this sense, the aim of our report is double: firstly, to analyse the way
which has lead to the signing of the Accession Treaty of these countries to the European Union; and, secondly, to emphasize the challenges and difficulties met by both these countries and the European Union to make real its integration in the European space.
