Resumen
La delimitación de los poderes de un Gobierno en funciones presenta una gran relevancia constitucional. Se trata de una institución típica en las formas parlamentarias de Gobierno en circunstancias de crisis política. Encuentra su fundamento en el principio de responsabilidad de las instituciones y en el principio de continuidad del Estado. El poder de codecisión de España en las instituciones de la Unión Europea exige que los criterios de urgencia y garantía del interés general que se aplican en el ámbito estatal se extiendan también al ámbito europeo.

Abstract
The delimitation of the powers of the transitional government has a great constitutional relevance. It is a typical institution in parliamentary forms of government in circumstances of political crisis. It finds its foundation in the principle of responsibility of the institutions and in the principle of continuity of the State. The power of codecision of Spain in the institutions of the European Union requires that the criteria of urgency and guarantee of general interest that are applied at the state level also extend to the European sphere.
