Resumen
La crisis de la vivienda en España convive paradójicamente con la existencia de importantes bolsas de suelo, clasificado de urbano o urbanizable, vacante o sin transformar. En el artículo se aborda el reto de articular mecanismos que permitan movilizar el suelo vacante y ponerlo al servicio del derecho a una vivienda digna, diferenciando la regulación de la obligación de edificar en suelo urbano del reto de transformar el suelo urbanizable existente. En relación con la obligación de edificar, el artículo disecciona la actual regulación autonómica, con una gran diversidad de soluciones normativas. Sobre el reto de transformar suelo urbanizable, se aborda la necesidad de articular nuevos mecanismos que permitan revisar el suelo urbanizable actualmente no ejecutado y garantizar la disponibilidad de suelo urbanizable asequible.

Abstract
The housing crisis in Spain paradoxically coexists with a significant amount of land classified as urban or developable that remains vacant or undeveloped. This paper explores the challenge of establishing mechanisms to mobilize vacant land and make it available to fulfill the right to decent housing, distinguishing between the regulation of the obligation to build on urban land and the challenge of transforming existing developable land. Regarding the obligation to build, the paper analyzes current regional regulations, which present a wide variety of solutions. Concerning the transformation of developable land, it addresses the need to establish new mechanisms that allow for the review of currently undeveloped developable land and to guarantee the availability of affordable developable land.
