Incluye un estudio de los ángulos muertos de la justicia administrativa, es decir, de aquellos lugares a los que la justicia no consigue llegar, y de su necesaria y urgente eliminación poniendo como ejemplo tres casos concretos especialmente relevantes: el del coronel Pérez de los Cobos, el de la magistrada Alonso Saura y el del fiscal Esteban Rincón.
