Resumen
El libro verde sobre «cohesión territorial» se ha hecho público en octubre de 2008. El Tratado de Lisboa prevé elevar esta cohesión al nivel de la económica y social. Todo indica que el tercer objetivo de la Política de Cohesión Económica y Social (PCES) 2007-2013 va a consolidarse. Este artículo tiene dos propósitos. Por un lado, ayudar a completar la falta de literatura sobre el tercer objetivo de la PCES. Por otro, valorar lo que España puede esperar de su consolidación. La metodología utilizada es cualitativa y comparativa. Primero se comparan los diferentes esfuerzos comunitarios en pro de la cooperación territorial transfronteriza habidos desde 1990, a través de un análisis en profundidad de las Comunicaciones y Reglamentos que los definen. Después se estudian los cambios de tendencia detectados y su impacto en el caso español. Se concluye que los últimos cambios habidos en estas ayudas comunitarias van en contra de los intereses de las regiones fronterizas españolas.

Abstract
The Green Paper on Territorial Cohesion was published in October 2008. The Lisbon Treaty aims to raise this cohesion to the economic and social level. All the indications are that the third objective of the EU Cohesion Policy 2007-2013 will be consolidated. The present article has two aims: first, to fill the current gap in the literature regarding the third objective of the European Regional Policy, and second, to assess what Spain can expect from its consolidation. Qualitative and comparative methods are used. First we compare the various community initiatives implemented since 1990 to favour cross-border territorial cooperation, through an in-depth analysis of the Communications and Regulations that define them. We then study the changes in trends detected, and assess their impact on Spain. We conclude that the most recent changes in Community funding have been contrary to the interests of Spain’s border regions.
