Resumen
El Alto Representante y el Servicio Europeo de Acción Exterior son dos actores institucionales que continúan definiéndose en el panorama institucional de la Unión a través del ejercicio de sus atribuciones en el marco del equilibrio interinstitucional establecido por los Tratados. Así, este artículo pretende ofrecer una aproximación a través de sus mandatos y su relación con otras instituciones, reflejados tanto en la práctica como en la jurisprudencia del Tribunal de Justicia y el Tribunal General.

Abstract
The High Representative and the European External Action Service are two institutional actors that keep shaping themselves in the Union’s institutional context through the exercise of their tasks and within the framework of the institutional balance established by the Treaties. This article aims to provide an overview of both figures through an assessment of their mandates and of their relations with other institutions and actors, as reflected both in the practice and in the case law of the Court of Justice and of the General Court.
