Resumen
El artículo reconstruye de forma sistemática el conjunto de orientaciones, acuerdos y herramientas que sustentan la técnica legislativa de la Unión, en torno a los acuerdos interinstitucionales sobre mejora de la legislación, los manuales conjuntos, las guías de estilo y redacción multilingüe y el repertorio de better regulation. Con enfoque jurídico-dogmático e institucional, precisa el reparto de funciones entre Comisión, Parlamento, Consejo y servicios de traducción al fijar estándares sobre estructura del acto, considerandos, remisiones, delegación y técnicas de refundición y codificación. Analiza después el impacto del multilingüismo y de la traducción jurídica en la claridad, atendiendo a las tensiones entre lenguaje claro, precisión técnico-jurídica y seguridad jurídica, y conecta estas cuestiones con la complejidad del derecho de la Unión, marcada por densidad regulatoria y fragmentación de instrumentos. El trabajo culmina proponiendo un marco conceptual y líneas de reforma para reforzar controles ex ante y ex post y racionalizar el conjunto de guías disponibles.

Abstract
The article provides a systematic account of the guidance, agreements and tools that underpin legislative drafting in the European Union, centred on the interinstitutional arrangements for Better Law-Making, the joint manuals for drafting legal acts, the style and multilingual drafting guides, and the Better Regulation toolkit. Using a doctrinal and institutional approach, it clarifies how responsibilities are distributed among the Commission, the Parliament, the Council and the translation services when setting standards on the structure of legal acts, the use of recitals, cross-references, delegation clauses, and techniques of recasting and codification. It then examines how multilingualism and systematic legal translation affect clarity, focusing on the tensions between plain language, technical-legal precision and legal certainty, and links these issues to the complexity of EU law, shaped by regulatory density and a proliferation of instruments. The article concludes by proposing a conceptual framework and reform avenues to strengthen ex ante and ex post quality controls and to rationalise the existing body of guidance.
