Resumen
El Fondo Social Europeo (FSE) es un instrumento fundamental para alcanzar la cohesión económica y social mediante la promoción de políticas de empleo. El desafío de la política de cohesión es la disputa sobre qué tipo de sociedad debería construir Europa. El proyecto de Tratado Constitucional es resultado de buscar un mínimo común donde los avances en política social y empleo siguen siendo la gran asignatura pendiente.

Abstract
The European Social Fund (FSE) is an instrument fundamental to reach the economic and social cohesion by means of the promotion of use policies. The challenge of the cohesion policy is the dispute on what type of society would have to construct Europe. The Constitutional Treaty project is turned out to look for a common mínimum where the advances in social policy and of use continue being the great pending subject.
