Resumen
La falta de renovación del CGPJ durante un período de ¡más de cinco años! fue nefasta para el prestigio de la institución y del mismo Poder Judicial y explica por qué, actualmente, se ha extendido la convicción de que resulta necesario sustituir el sistema de designación parlamentaria de sus doce vocales judiciales por un modelo de designación por sus pares. Frente a ello, este trabajo sostiene que existen buenas razones dogmáticas para continuar manteniendo la designación parlamentaria de estos vocales. Se entiende que los problemas de ocupación partidista y de falta de renovación en plazo del órgano de gobierno del Poder Judicial no se deben al modelo de designación parlamentaria, sino a su aplicación práctica, consecuencia de una regulación manifiestamente mejorable y de la falta de talla institucional de los actores políticos. Finalmente, se esbozan soluciones para lograr, con el actual sistema vigente, un nombramiento de los vocales del Consejo de perfil independiente y profesional y garantizar una renovación en plazo del órgano.

Abstract
The failure to renew the CGPJ for a period of more than five years was highly damaged to the reputation of this organ and the Judiciary itself, and explains why, currently, there is a widespread conviction that it is necessary to replace the system of parliamentary appointment of its twelve judicial members with a model of appointment by its peers. In response, this paper argues that there are good dogmatic reasons to continue maintaining the parliamentary appointment of these members. The problems of partisan occupation and lack of timely renewal of the CGPJ are not due to the parliamentary appointment model, but rather to its application. These problems are due to the existence of a regulation that could clearly be improved and to the behavior of the political actors. Finally, some solutions are proposed to achieve, with the current system, the appointment of members of the Council with an independent and professional profile and to guarantee the timely renewal.
