Resumen
La iniciativa ciudadana europea (ICE), regulada en el artículo 11.4 TUE, es un instrumento diseñado para fomentar la participación ciudadana en la toma de decisiones de la Unión Europea. A pesar de su creación en 2011, solo una minoría de las 135 iniciativas presentadas han sido atendidas por la Comisión hasta la fecha, lo que sugiere que el mecanismo no ha tenido el resultado esperado en la mayoría de los casos. En un esfuerzo por mejorar su funcionamiento, la Unión aprobó el Reglamento 2019/788, que introdujo cambios en la recopilación de apoyos, la difusión de las iniciativas y la firma electrónica. Sin embargo, la naturaleza no vinculante de la ICE puede llevar a los colectivos a considerarla un instrumento ineficaz para influir en los asuntos europeos. Además, la falta de legitimidad y el diseño institucional complejo también pueden ser obstáculos para su uso efectivo. Por ello, es importante analizar las novedades del Reglamento y evaluar los datos para determinar si la ICE es un mecanismo efectivo para la democratización de la toma de decisiones.

Abstract
The European citizens’ initiative (ECI), regulated by Article 11.4 of the TEU, is an instrument designed to promote citizen participation in the decision-making processes of the European Union. Despite its creation in 2011, only a minority of the 135 initiatives submitted have been addressed by the Commission to date, suggesting that the mechanism has not had the expected outcome in most cases. To improve its functioning, the Union approved Regulation 2019/788, which introduced changes in the collection of support, the dissemination of initiatives, and electronic signatures. However, the non-binding nature of the ECI may lead groups to consider it an ineffective instrument for influencing European affairs. Additionally, the lack of legitimacy and the complex institutional design can also be obstacles to its effective use. Therefore, it is important to analyze the novelties of the Regulation and evaluate the data to determine whether the ECI is an effective mechanism for democratizing decision-making.
